Public service leadership is a critical linchpin for national and regional development and
indeed, the development of the Caribbean Region, will require the public sector to continuously demonstrate the kind of leadership that is more strategic, engaging, dynamic,
transparent, responsive, resilient, innovative and inspiring. To engender this kind of leadership capability requires current and emerging public sector leaders to be among other things, “Thought Leaders” who advance ideas by positing actionable, socially and economically
relevant, research-backed perspectives, in an aim to explore areas others don’t; raise questions
others won’t; and provide insights others can’t.
While individual thought leaders can be identified throughout the Caribbean Public Sectors, the kinds of outcomes that are realized, suggest that we continue to be challenged at the national and regional levels. Byron Blake, former Secretary General to CARICOM, in a March 2012 article in the Jamaica Gleaner, posited that CARICOM leaders have failed to adopt and advance an innovative and internally driven strategy based on collaboration, Caribbean creativity and innate strength.
The Management Institute for National Development (MIND) given its role as Jamaica’s
public sector training, organizational and leadership development institute recognizes that as the mind generates thoughts, so should the MIND seek to develop Thought Leaders. It is for this reason and against the backdrop painted above; that MIND will host the Public Sector Leadership Development Conference 2014 under the theme, Thought Leadership - Creative “MINDs”:
Enabling Innovation, Transforming Organisations.
The MIND Public Sector Leadership Development Conference seeks to:
• Provide an opportunity to examine public sector leadership in action from diverse
perspectives;
• Explore concepts and strategies to foster a public sector leadership culture supportive
of long-term organizational growth;
• Facilitate the development of new insights that inspire personal growth and
empowerment for leaders; and
• Provide an opportunity for networking and sharing among leaders at all levels across
all sectors.
